Be corrupt don't just refer to get money. Some people do it to get favors, affection or sympathy. People can be corrupt even with parents, friends and others.
The corruption is increasing yearly around the world. In countries just to mention as Albania and Lussia. Then this is one of the causes that is increasing the poverty and misery.
In Mexico the main element of the corruption is "money". Just to mention they are some corrupts: The president, members, transit polices, schools and so on.

You make the excellent point that corruption is basically not a problem of government but of people and can affect all kinds of human interaction. There is corruption even in families. Money is definitely a cause of corruption, but there are others, as you suggest.
Mexico has a rich and wonderful culture. I hope corruption can be reduced so all people can flourish.
