What is the Dream Act?

Why is it important for Mr. Juan Gomez?

-The story begins with an idiom: "Immigration has slipped off the radar."
"Slipped off the radar" means nobody is talking or thinking about it
-A "detention center" is a prison.
-Juan Gonzalez has to wear an "orange jump suit." That is prison clothing.
-A "stay" is legal permission to stay in the country a little longer. It is only temporary.
