After divided into many countries from Russian, he gave up nuclear weapons with neighbors and pulled Russian troops out of the Baltic states. In addition to, he really wanted to take Russian in as an eighth member as an G-8. The other G-7 leaders and Bill who 42nd president in U.S agreed, because of Russian developing with a free press and a healthy society, above all his critical co-operation on security issues.

After that, he stops his job as two reasons. First is heavy responsibilities and second is heart-attack. At the same time, he selected Vladimir Putin who had the diverse strong-points.
